Cosmetic chemistry and consultancy
With several years experience of developing cosmetic additives and personal care products, we are able to provide customers with safety assessments, regulatory compliance and notifications, formulation guidance, and help in developing and benchmarking new cosmetic ingredients.
Cosmetic safety assessments
According to the latest EU Cosmetics Directive 76/768/EEC(4) all cosmetic products on sale in the EU must have a safety assessment or certificate provided by a qualified safety assessor. These have to be included in the Product Information File for that product, along with other information such as the manufacturing process and any data on undesirable effects. Our consultant chemist, Dr E. H. Fowles, is a "qualified person" according to the regulations; he is a Chartered Chemist of the Royal Society of Chemistry (CChem), has many years experience of dealing with the safety aspects of a wide variety of chemicals, including cosmetic ingredients, and is a member of the Society of Cosmetic Scientists (view career details).
See more on cosmetic product safety regulations for your responsiblities as a manufacturer, importer or seller of cosmetics and see our safety assessment process for information you need to provide us. Also, have a look at examples of unsafe formulations.
Safety assessments for small business
EF Chemical Consulting particularly has the requirements of small and medium-sized customers in mind, and aims to be flexible and economic in the provision of health and safety assessments. We do not manufacture or market cosmetics or personal care products ourselves, and confidentiality is totally respected. If we find that a formulation does not comply with the regulations we will advise you how to change it for no extra charge.

Formulation development
Please contact us for any guidance you may require on formulations, especially if you are trying to develop products for a new area.
Cosmetic ingredient development
We are particularly experienced in planning and organising the validation work, and writing the product sales literature, required in bringing a new product to market. Examples of previous projects in this area that have been carried through to launch at major trade-fairs include new "ultra-mild" surfactants, dispersing additives for sunscreens and colour cosmetics, and a novel class of conditionng agents. Steps that we can help with include:
- Benchmarking v. competition and homing in on the real marketable benefits of a new product
- Developing the best formulations with which to carry out comparative testing
- Recommending performance evaluation methods and organising third-party testing
- Writing technical sales literature
EF Chemical Consulting can also help if you are at the stage of optimising a new product or developing the process to make it.
